PROGRAMS

The Grays Harbor Council of Governments supports local jurisdictions through coordinated regional planning, transportation programming, community development assistance, and technical services. Our work brings cities, the county, community partners, special purpose districts, ports, tribes, state and federal partners together to advance projects that strengthen Grays Harbor County’s infrastructure, economy, and quality of life.

GHCOG’s programs are organized into three primary areas:


Hoquiam River Bridge

Transportation & Infrastructure

GHCOG coordinates regional transportation planning and programming across Grays Harbor County. We assist local agencies with Transportation Improvement Program (TIP) and Statewide Transportation Improvement Program (STIP) development, support corridor and multimodal planning efforts, and help position projects for state and federal funding.

Our work includes scenic byway and corridor management planning, freight and mobility coordination, transit and safety planning collaboration, and representation of regional priorities in statewide transportation policy discussions. Through partnership with agencies such as the Washington State Department of Transportation and regional planning organizations, GHCOG helps ensure local transportation needs are reflected in broader funding and policy decisions.

Community & Economic Development

GHCOG provides planning and redevelopment support to help communities prepare for sustainable growth and investment. This includes assistance with comprehensive planning coordination, environmental review support, and administration of the Brownfields Site Reuse and Revitalization Program.

Through these efforts, GHCOG helps local governments address infrastructure readiness, environmental challenges, and long-term economic development opportunities that strengthen the region as a whole.

Regional Services & Technical Support

As a multi-jurisdictional council, GHCOG provides shared technical services that benefit local governments throughout the county. These services include intergovernmental coordination, mapping and GIS support, data and census analysis, grant assistance, and regional collaboration facilitation.

By pooling resources and expertise, GHCOG helps communities access tools and capacity that may otherwise be difficult to maintain independently.
